Abstract

In the last years the influence of Health Technology Assessment (HTA) on political decision making in Germany grew. New regulations integrated HTA in the process to decide what should be offered and financed by social health insurance.

Additionally it is more and more used as a tool to structure the discussions in strategic decision making.

By integrating rapid appraisal methods and ethical concerns HTA can be of help to develop a Reference Framework of what interventions can be taken and monitor the implementation.

As we see an ongoing process of decentralisation and devolution in Europe the subnational level is now interested in HTA that takes regional variation in account. Furthermore the process of selection and implementation of Health Targets can be assisted by this tool.

By including Health Promotion and Prevention as a topic to work more on, political decision maker can be supported to integrate evidence in the selection of measures to be taken.

By all this HTA can develop from an application of evidence based medicine and health care to one for evidence based health policy in general.
