Background: ICTs can affect services, research and health-related activities (http://apps.who.int/gb/ebwha/pdf_files/WHA58-REC1/A58_2005_REC1-en.pdf). E-health is the use of electronic communication technologies for the needs of health care: treating patients, training health workers, treating diseases and monitoring public health trends (http://www.who.int/topics/ehealth/ru/). Telehealth is a component of e-health [1]. Today, 666,343 disabled children are registered in Russia: 43% of them are girls, 57% are boys (https://sfri.ru/).
Aim: Creation of a network of competencies for the consultation of specialists on the rehabilitation of children with cerebral palsy and impairments of musculoskeletal and movement-related functions.
Method: Building a model for the use of e-health technologies in comprehensive rehabilitation.
Results/findings: An Internet consulting system was developed and implemented earlier for medical and social expertise service specialists [2], [3]. It is proposed to expand the range of consultations, to use the opportunities for professional development by telemedicine. Rehabilitation of children and work with their parents go into remote counseling for recipients of rehabilitation or abilitation services, and early childhood intervention services; training of health workers, rehabilitation specialists, providing these services directly to the recipients of these services. A special example of such training can serve as a distance course on an interdisciplinary approach to rehabilitation and early childhood intervention using international classifications for children with cerebral palsy.
Discussion and conclusions: The use of ICT in rehabilitation will create a consulting network and improve the quality of work.
