Diabetic retinopathy (DR) is a presumed inner retinal disease as the visible early vascular changes are observed in the retinal blood vessels. However, as in AMD, impaired dark adaptation is an early change before any visible recognised vascular changes. Therefore, the the rod system may be the primary culprit in both AMD and DR.
