Background: The need to improve health care quality has led health care systems to adopt quality improvement programmes including pay for performance. A crucial component of quality improvement is the construction and use of performance measures (PMs) that measure clinical quality, health outcomes and patient perspectives. PMs are increasingly being developed explicitly from clinical guideline (CG) recommendations.

Objectives/Goal: To summarize the experiences of different national CG and PM developers on guideline derived PM development and to make recommendations on best practice.

Speaker 2: Monika Nothacker, Agency for Quality in Medicine, Germany Lead, PM development in national guidelines

Speaker 3: Mary Nix, Agency for Healthcare Research and Quality, US Lead, national resource of PM in use

Description of session and speaker topics: The session will comprise of three 20 minute presentations followed by 30 minutes of facilitated discussion. S1 and S2 will give a summary of the experiences with UK and German national initiatives and methods in guideline derived PMs, including updating PMs from CGs. S3 will give an overview of US national PM initiatives with a focus on the National Quality Measures Clearinghouse (NQMC). The discussion will cover criteria to assess the quality of guideline derived PMs.
