Background: Ukraine is post-Soviet country with the command-administrative health care system. At a time when political and economic structure underwent fundamental changes, the organizational structure of health system has remained the same. At present, it requires financial resources and mechanisms to ensure quality of care.

Objective: The improvement of health care quality in the national health care system through the implementation of medical standards and clinical guidelines developed on the principles of the evidence-based medicine.

Methods: Search for the tertiary evidence-based sources – clinical guidelines (CG), evaluation of the found documents with AGREE instrument.

Results: On the basis of the high-quality CG, clinical protocols on Ischemic stroke, Hypertension, Stable Angina, Breast Cancer, Glaucoma have been developed and approved at the national level. Among the major criteria for inclusion of the medicine to the 4th edition National Formulary of Medicines is its recommendation for the treatment by high-quality CG.

Discussion: NICE, SIGN, and NHMRC clinical guidelines became the prototypes for adaptation of national CG with further development of clinical protocols on their basis approved by the Ministry of Health of Ukraine. Moreover, the methodology of inclusion of the medicines with proven efficacy to the National Drug Formulary based on high-quality CG is approved at the national level.

Conclusions: Use of the CG in the development of medical-technological documents and formulary system in Ukraine may be a useful experience for other countries of Central and Eastern European with similar models of health care system.
