Dear Readers:

At this, the fifth anniversary of the German Agency for Health Technology Assessment (DAHTA@DIMDI) we present a new medium for a new age: the electronic journal GMS Health Technology Assessment. The journal expands the current palette of publication media of DIMDI. The agency, DAHTA@DIMDI, thereby utilizes the potential of DIMDI's participation in the German Medical Science portal - the initiative of cost-free access to quality scientific papers. Those seeking information appreciate, among other things, the timeliness of swiftly-published, yet high-quality articles, as well as the cost-free distribution of full-text versions. This standard of high quality is assured by the collaboration of the German National Library of Medicine (ZB MED), the Association of the Scientific Medical Societies in Germany (AWMF) and the German Institute for Medical Documentation and Information (DIMDI). DAHTA@DIMDI offers the benefits of electronic publication with the goal of publishing timely, current research results that are affordable, quality assured and peer reviewed for health policy decision making. Thus, the Agency can offer interested parties a publication platform for the systematic evaluation of medical processes, HTA. This is particularly important for us within the backdrop of international cooperation, which is currently developing as the European HTA Network (EuNetHTA) initiative.

Advantages of Electronic Publication

What do publications in GMS-HTA offer?

The direct availability of publications and the timely access to information is critical for knowledge transfer, especially when the quality does not suffer. Additionally, the right of authors to their publications and to the distribution of these publications is respected. All of these aspects are considered by the GMS-HTA. The exploitation rights remain with the authors. A standardized assessment procedure from DAHTA@DIMDI with internal plausibility controls, as well as an external appraisal by experts assures constant, high-quality contributions.

The electronic medium offers, however, even more aspects, which increase the value of the article. In addition to perpetual archives and citability, the ability to access original data in the publication is optionally available by the click of the mouse via automatic linking to literature databases. Other additional publications of the authors can also be accessed directly. An individual article can quickly form the basis for additional literature searches. These functions will be supplemented and enhanced in the future through public discussion forums.

The scientific authors can then present their results to a widened spectrum of experts with this type of publication. High resolution graphics, extensive tables, primary data or multimedia files are fully integratable and improve scientific information transfer. This is very important in a heterogeneous field like HTA. The multidisciplinary nature of this specialized area generally requires a broad introduction and background text. With the help of different media different techniques, technologies and methods this process can be greatly simplified. However, careful consideration will be undertaken to keep GMS-HTA from being a confusing multimedia spectacle.

GMS-HTA: Not only HTA reports

GMS-HTA is designed as an information source for users and creators of HTA oriented information.

The HTA reports from the German Agency for HTA, a division of DIMDI, are important, but represent only one piece of this puzzle. GMS-HTA will gladly accept publications from other interested institutions, as well. We suggest that you use this new electronic journal in this context!

Therefore, the journal aims to be a valuable addition to the HTA databases of DIMDI, to international databanks (i.e. International Network of Agencies for Health Technology Assessment, INAHTA) and to existing internet based information sources. This new publication serves to spread additional information from the field of HTA by supplementing existing scientific publications. Furthermore, DAHTA@DIMDI provides translated summaries of selected HTA reports that have particular importance in the international context. Reports from England, France and Spain are currently in the pipeline. In addition to its role as supplying published HTA reports, GMS-HTA will also serve as a platform of information regarding upcoming conferences, symposiums and events, as well as HTA projects in progress.

We are pleased to offer you more flexibility for your information needs through the multiple possibilities of electronic publication in this new journal. We invite you to acquaint yourself with this new DAHTA@DIMDI source, and ask that you constructively facilitate further development of this medium.

The German Agency for Health Technology Assessment (DAHTA@DIMDI) was founded 5 years ago as a result of the Health Reform Act of 2000. As a division of the German Institute of Medical Documentation and Information (DIMDI), the Agency falls under the scope of the German Federal Ministry of Health and Social Security (BMGS). DIMDI administers an HTA information system through DAHTA@DIMDI. Furthermore, the Agency prepares HTA reports, whose topics are determined and prioritized by a public, transparent procedure. Liebe Leserinnen und Leser,

zum fünften Geburtstag der Deutschen Agentur für HTA (DAHTA@DIMDI) präsentieren wir uns mit einem neuen Medium in einem neuen Gewand: dem elektronischen Journal "GMS Health Technology Assessment".

Das Journal erweitert die bisherige Palette der Publikationsmedien des DIMDI. Die Agentur DAHTA@DIMDI nutzt damit die Möglichkeiten, die sich aus der Beteiligung des DIMDI an German Medical Science (GMS) ergeben - der Initiative des freien Zugangs zu qualitätsgeprüften Fachartikeln. Informationssuchende schätzen unter anderem die Aktualität der schnellen Veröffentlichung ohne Qualitätsverlust sowie die kostenfreie Verbreitung der Volltexte. Den hohen Qualitätsstandard garantiert die Zusammenarbeit der Deutschen Zentralbibliothek für Medizin (ZB MED), der Arbeitsgemeinschaft der Wissenschaftlichen Medizinischen Fachgesellschaften (AWMF) und des Deutschen Instituts für Medizinische Dokumentation und Information (DIMDI).

DAHTA@DIMDI nutzt die Vorteile der elektronischen Publikation mit dem Ziel, aktuelle Forschungsergebnisse zeitnah, kostengünstig und qualitätsgesichert für gesundheitspolitische Entscheidungsfindung zur Verfügung zu stellen. Damit kann die Agentur auch anderen Interessenten eine Publikationsplattform für die systematische Bewertung medizinischer Prozesse, HTA, bieten. Dies ist für uns insbesondere auch vor dem Hintergrund der internationalen Zusammenarbeit, wie dem aktuell im Aufbau befindlichen europäischen HTA-Netzwerk (EuNetHTA), sehr wichtig.

Vorteil elektronischer Publikationen

Was bietet die Publikation in GMS-HTA?

Die unmittelbare Verfügbarkeit von Publikationen und der zeitnahe Zugriff auf Informationen sind für den Wissenstransfer wichtig, wobei keinesfalls die Qualität darunter leiden darf. Auch sind die Rechte von Autoren an ihren Publikationen und deren Verbreitung zu beachten. All diese Aspekte sind bei GMS-HTA berücksichtigt. Die Verwertungsrechte verbleiben bei den Autoren. Ein standardisiertes Begutachtungsverfahren von DAHTA@DIMDI mit interner Plausibilitätskontrolle und einer externen Begutachtung durch Experten sorgt für die gleich bleibend hohe Qualität der Textbeiträge.

Das elektronische Medium bietet jedoch noch weitere Aspekte, die die Wertigkeit der Artikel erhöhen. Neben langfristiger Archivierung und Zitierbarkeit ist beispielsweise auch der Zugriff auf die Originaldaten der Publikation per Mausklick via automatischer Identifikation über Literaturdatenbanken eine Option. Auch andere Publikationen des Autors können direkt aufgerufen werden. Ein einzelner Artikel wird so schnell zu einem Informationsknoten und Ausgangspunkt für weitere Informationsrecherchen. Diese Funktionen werden in Zukunft durch öffentliche Diskussions-Foren ergänzt.

Die wissenschaftlichen Autoren sehen sich bei dieser Art der Publikation einem erweiterten Spektrum von Experten gegenüber, um ihre Forschungsergebnisse zu präsentieren. Hochauflösende Bilder, umfangreiche Tabellen, Primärdateien oder Multimediadateien sind integrierbar und verbessern den wissenschaftlichen Informationstransfer. Dies ist gerade in einem so heterogenen Umfeld wie HTA sehr wichtig. Die Multidisziplinarität des Fachbereiches erfordert in der Regel einen breiten einleitenden und erklärenden Text. Mit Hilfe unterschiedlicher Medien können die verschiedenen Techniken und Methoden stark vereinfacht, aber anschaulich präsentiert werden, ohne dass GMS-HTA dadurch ein verwirrendes Multimediaspektakel wird.

GMS-HTA: Nicht nur HTA-Berichte

GMS-HTA sieht sich als Informationsquelle für Anwender und Ersteller von HTA bezogenen Informationen.

Die HTA-Berichte der Deutschen Agentur für HTA des DIMDI sind daher eine wichtige, aber eben nur eine Säule in diesem Gebäude. Durch die nunmehr gegebene Öffnung steht das GMS-HTA Journal auch allen anderen Einrichtungen als Publikationsmedium offen. Wir bitten um eine rege Nutzung des neuen elektronischen Journals in diesem Sinne!

Es ist damit eine weitere Ergänzung zur HTA-Datenbank des DIMDI, zu den internationalen Datenbanken (z.B.: International Network of Agencies for Health Technology Assessment, INAHTA) und zu den bestehenden Internet-basierten Informationsangeboten. Neben den wissenschaftlichen Texten soll dieses neue Journal auch der Verbreitung weiterer Informationen aus dem HTA-Umfeld dienen. Darüber hinaus stellt DAHTA@DIMDI übersetzte Zusammenfassungen ausgesuchter ausländischer HTA-Berichte im Volltext zur Verfügung. Aktuell sind Berichte aus England, Frankreich und Spanien in Vorbereitung. Außer als Organ für die Publikation von HTA-Berichten versteht sich GMS-HTA auch als Plattform für Informationen zu Fachtagungen oder laufende HTA-Projekte.

Wir freuen uns, Ihnen mit den vielfältigen Möglichkeiten des elektronischen Publizierens in dem neuen Journal mehr Flexibilität für Ihre persönlichen Informationsbedürfnisse bieten zu können. Wir laden Sie ein, das neue Medium der DAHTA@DIMDI kennen zu lernen und bitten Sie, die weitere Entwicklung konstruktiv zu begleiten.

Die Deutsche Agentur für HTA (DAHTA@DIMDI) wurde vor fünf Jahren auf der gesetzlichen Grundlage des Gesundheitsreformgesetzes 2000 gegründet. Als Teil des Deutschen Instituts für Medizinische Dokumentation und Information (DIMDI) gehört die Agentur zum Geschäftsbereich des Bundesministeriums für Gesundheit und Soziale Sicherung (BMGS).
